ELIGIBILITY :

Candidates must have a minimum of 18 months of sea service (including 9 months as a watch-keeping Engineer Officer) while holding STCW '95 Table A III/2 Certificate of Competency.

Class 4 FG from India, MEC3 from New Zealand and Class 5 from Singapore are acceptable. You will need to have completed the 18 months (not 12 months) of mandatory sea service after the Class 4 / MEC3 / Class 5 COC along with C/E testimonials as supporting documents.

A minimum of EOOW Certificate of Competency or the necessary MCA recognised initial training and the necessary sea service to apply for a Notice of Eligibility.

ELIGIBILITY FOR ENROLMENT IN COLLEGE:

Total sea service required would be a minimum of 33 months to be eligible to apply for a Notice of Eligibility (NOE) and there after sit for your MCA oral exams. Both signing on and signing off dates are counted. Sea service may be performed on a vessel of any flag. Sea service documented on other CDC's for e.g. Panama, Bahamas, Liberia, Belize, etc. are also considered acceptable. The testimonial given to you by your Chief Engineer must have your sign on date, sign off date, rank, and nature of duties, propelling days / steaming days as well as details of main engine, auxiliary engine and boiler details mentioned on it. If the propelling days are not mentioned, your sea service on that ship would not be counted. In such a situation, you can ask your shipping company to give the propelling days information for that particular ship on their company letterhead and have it signed by the engine superintendent.

APPLYING FOR A NOTICE OF ELIGIBILITY (NOE):

In order to sit the professional examinations (Engineering Knowledge) and the MCA oral examination in UK you will need to obtain a NOE from the MCA, UK. Application forms can be found on the MCA website and we will guide you with the NOE procedure. You can apply for the NOE from India before going to the UK or you can apply for an NOE during your stay in the UK also.

To be issued with an NOE you must submit the following to the Seafarer Training and Certification branch of the MCA: Evidence of 33 months approved sea service in engine department inclusive of nine months sea service under the training scheme Completed MNTB TRB and Workbook.

Evidence of acceptance (college letter) to an approved training and education program Once you hold an NOE you may apply to an MCA Marine Office to arrange your oral examination.

STCW SHORT COURSE DETAILS:

The following short courses need to be completed by the students from India, preferably before going to the UK

  • Advanced Fire Fighting
  • Medical First Aid
  • Proficiency in Survival Craft and Rescue Craft

If for some reason, the student is not able to complete these courses prior to going to UK, he can come back from the UK, finish the short courses, send the certificates to MCA UK and the MCA will post the COC to the student.
